Funciones

Duties: Serves as the chief financial manager, budget official, and comptroller for the Office of Defense Cooperation (ODC) Spain. The functions of the position include: financial management, budgeting, accounting, and payroll. Develops and formulate ODC Spain financial plans to accommodate expenditures in various budget programs, such as Foreign Military Sales (FMS), Foreign Military Funds (FMF), and Operations and Maintenance Army (OMA). Acts as a liaison between HQ USEUCOM, U.S. Embassy Madrid, Major HQ Commands (USAFE, NAVEUR, USAREUR, USRAF), DFAS, and other supporting disbursing and comptroller units to coordinate the transfer and availability of funds to operationally support each budget. Develops appropriate accounting methods, types of accounts, and controls to satisfy the variety of appropriations required by each program and command. The USEUCOM (DoD) financial manager operates independently of the local DoS FMO and is not subordinate to that organization.

Requisitos

Education: Bachelor’s Degree in Accounting, Financial Management, Business or Economics.
Requirements:

Experience: Four years’ experience in accounting, budgeting, or financial management for a multinational corporation, large bureaucracy, or government entity.

Job Knowledge:  Knowledge of DoD and DoS accounting and budgetary systems, procedures, and regulations. Advanced knowledge of financial management processes, budgeting tools, accouting procesures, and auditing controls.

Language: Level 4 (fluent) of English speaking/reading/writing. Level 4 (fluent) of Spanish speaking/reading/writing. This will be tested.  

Skills and abilities: Must be proficient in Microsoft Excel Pivot Table, automated functions and reporting functionality. Must be adept at assessing programmatic and organizational functions and identifying appropriate resource needs by authorization. Must have outstanding organizational skills and be detail-oriented. Must be intimately familiar with records management and electronic filing. Expected to be proficient in Microsoft Office programs such as Word, PowerPoint and Outlook. Should excel at organizing, analyzing, interpreting, and evaluating financial and accounting data. Must possess high level of interpersonal skills to interact with senior leaders, brief and guide military and civilian personnel on staff, and act as a liaison with other Financial Managers as required.
