Funciones

This is the second training level for position 100518 established to provide time and opportunity for the incumbent to complete the work experience required and become familiar with all the duties assigned at the full-performance level (FSN-10) of this position.

This position is that of legal advisor to the Office of Defense Cooperation - Spain. This position will assist the Staff Judge Advocate (SJA) in executing responsibilities under the United States - Kingdom of Spain Agreement on Defense Cooperation. Primarily, by providing expert counsel and guidance in the areas of labor and employment, contracts and contractors, claims and lawsuits against the U.S. Government, and customs and taxation issues. As such, he/she must perform legal research; provide legal advice; draft reports, reviews, notices, and memoranda; search and file records in an electronic database; collaborate with U.S. Government personnel in Spain to gather information and process legal actions; and consult and represent U.S. interests in official negotiations and engagements with Spanish government and military authorities.

Requisitos

Education Requirements:
University degree in Employment Relations, Human Resources, Labor Relations or equivalent is required.

EXPERIENCE: Four years’ experience advising on labor and employment law issues in a human resources, personnel management, or legal/administrative compliance division of a multinational corporation, large bureaucracy, or government entity.

JOB KNOWLEDGE: Knowledge of the NATO structure and how organizations cooperate under international agreements, with particular emphasis on U.S. Forces presence in Spain. Familiarity with the U.S. Forces local labor personnel system in Spain. Understanding of Spanish and European Union labor and employment laws.

LANGUAGE: Fluent English speaking/reading/writing. Fluent Spanish speaking/reading/writing. This may be tested.  

SKILLS AND ABILITIES: Must have outstanding organizational skills and be detail-oriented. Must be intimately familiar with records management and electronic filing. Expected to be proficient in Microsoft Office programs such as Word, Excel, and PowerPoint. Should excel at administrative staffing and workload management tasks. Finally, should feel comfortable building a network of contacts, maintaining close working relationships with U.S. and Spanish government officials, and persuading others in a negotiation setting.
