Duties: Manages the personnel country clearance section and the U.S. Department of Defense (DoD) End Use Monitoring (EUM) program in Spain. Oversees the section in processing, coordinating, and securing approval of country clearance requests for deployments and temporary assignments during war and peacetime operations for official and leave travel by DoD personnel, DoD-sponsored personnel, and DoD contractors. Responsible for ensuring Office of Defense Cooperation (ODC) Spain and Spanish Ministry of Defense compliance with U.S. DoD End Use Monitoring program and disposition/transfer of excess/obsolete U.S.-origin defense material procured by Spanish services via foreign military sales/military assistance program. Is the primary coordination authority liaison, and subject matter expert for ODC Spain on all matters pertaining to official and unofficial U.S. government travel in Spain and End Use Monitoring. Provides interpretations and explanations of directives, policies, regulations, procedures, and requirements, and resolves operational problems or disagreements affecting these areas. Manages ODC personnel security clearance program.
Qualifications and Evaluations:

Education: Completion of a minimum associate’s degree in general studies or management focus.
Experience: Minimum of three years of work experience in project management, program coordination, security cooperation, security assistance or related administrative fields.
Job Knowledge: Basic knowledge of embassy sections and functions. Must be familiar with Spanish culture, geography, and military structure, Mid-level subject knowledge of weapon systems and military material use.
Language: Level 3 (good working knowledge) of English speaking/reading/writing. Level 3 (limited knowledge) of Spanish speaking/reading/writing. This may be tested.
Skills and abilities: Must possess the ability to legally drive in Spain (Spanish class B equivalent or higher. Experience with all Microsoft Office products. Must be able to obtain a U.S. and NATO Secret level security clearance.
